FLAME Centre for South and Southeast Asia Studies presents a Distinguished Lecture on The Shape-Shifting Global Security Matrix by Lt. Gen. Vinod Khandare, PVSM, AVSM, SM | Principal Advisor, Ministry of Defence, Government of India
Lt. Gen. Vinod Khandare is the Principal Advisor to the Ministry of Defence, Government of India. He was the Military Advisor in the National Security Council Secretariat under the Prime Minister’s Office (2018-2021). Prior to his superannuation, he served as the Director General of the Defense Intelligence Agency and Deputy Chief for Intelligence, Integrated Defence Staff (2015-2018).
Lt. Gen. Khandare served in the Indian Army for nearly four decades. Serving in Infantry, he excelled in challenging terrain, sectors, operational roles in Siachen, Jammu and Kashmir, Sikkim and North East region. He served as the Chief Instructor of the Indian Army Training Team to the Lesotho Defence Force (2005-08). For his exemplary service and commitment, Lt Gen Khandare has been awarded the Sena Medal, Ati Vishisht Seva Medal, Chief of Army Staff Commendation Card and the Param Vishisht Seva Medal. He is also the recipient of the United Nations (UN) Medal for his service as the Indian Military Observer to the UN Observer Mission to El Salvador.
He is an authority on Conventional Operations, Sub Conventional Counter Terrorism Operations, Information Warfare, Conflict Prevention and Peace Keeping Operations. Lt. Gen Khandare has first-hand experience in Strategic, Operational and Tactical Intelligence generation, fusion, analysis and dissemination. He is a keen analyst of International World Order, Comprehensive National Security, Defence and Governance Sector.
